TB HIV Care (THC), in existence since 1929, is an internationally recognised non-profit organisation. Purpose of the position:
The Provincial Manager will provide technical assistance to improve the provincial management of the Laboratory services component of HIV programming and ensure the coordinated transition of HIV Quality Assurance to the Department of Health. The role will include regular engagement and collaboration with the Health Systems Strengthening lab teams, Laboratory services (NHLS), HIV and TB programme managers, district teams including Support Partners. The Provincial Manager will work as part of the Strategic Health Programme, in close collaboration with HIV and TB programme managers.
The incumbent will be responsible for coordination of the provincial project coordinators supporting the roll out of RTCQI/CLI programme at provincial level.
Minimum Requirements
- Must have a Bachelor’s degree or Diploma in Health Science or Medical field
- Minimum of 5 years’ experience in the Public Health Sector coupled with management experience, managing complex programmes in the public health sector
- Post graduation qualification will be an added advantage
- Proven insights into Laboratory services Coverage and HIV Quality Assurance issues an advantage.
- Ability to interact constructively in a diverse cultural and ethnic environment
- Excellent relationship-building skills and stakeholder development experience
- An eye for rigor and detail, with good data analysis, report writing and presentation skills
- Valid driver’s licence and be willing to travel large distances weekly
- Clear criminal record
Duties and Responsibilities
- Work with NDOH and PDOH in PEPFAR supported provinces, to develop project scope including planning, organization of resources, work plans, project objectives, tasks, calendar of activities, timelines, and track progress
- Coordinate stakeholder meetings at national, provincial and district levels
- Work closely with provincial project coordinators to support project-speci?c activities and deliverables
- Track / monitor RTCQI/CLI related activities and information relevant to the project and prepare / present status reports
- Analyse details related to facility monitoring data as presented by RTCQI ODK Dashboard
- Assist with preparation of RTCQI/CLI related training tools and presentations
- Co-ordinate the drafting and finalisation of a National Health Laboratory Services policy
- Co-ordinate the finalisation point-of-care testing for each level of the health system and support provinces with implementation
- Advise on the designing, implementation and monitoring and evaluation of the nationally standardised laboratory request forms, objectives and activities
- Oversee the implementation of electronic gate-keeping in selected hospitals, in order to promote the rational use of laboratory services
